WebXtra: City of Elkhart completes first phase of parks program

ELKHART, Texas (KLTV) - The City of Elkhart recently completed phase one of its parks program. The program is two years in the making and was paid for by donations. The program includes new playground equipment at the city park. KLTV’s Jeff Chavez has more.
