State finds Smith County Jail non-compliant for lack of inmate exercise

TYLER, TX (KLTV) - The Texas Commission on Jail Standards has added the Smith County Jail to its non-compliant list following an inspection report earlier this month.

In an inspection report dated April 1-3, it was determined “staff is not offering one hour of supervised physical exercise or physical recreation at least three days per week to the 2nd and 3rd floor inmates in the Central Jail.” TCJS Inspector William Phariss stated this was determined after reviewing inmate recreation logs.

Counties are listed as non-compliant once they receive verification that the county has received official notice. Once they are determined to be compliant, the jails are removed from the list.

Smith County joins 26 other counties as having non-compliant jails.

Three other East Texas counties -- Harrison, Polk and Van Zandt -- also have jails listed as non-compliant.
