A new home for an East Texas couple. Tuesday afternoon, Jessie and Bernice Williams of Tyler said goodbye to their 72 year old house and got the keys to a brand new home. The Williams moved in to their home in 1965. Like much of the housing built at that time, the house did not have adequate structural design or foundation. Through the cities Owner-Occupied Rehabilitation Assistance Program, the city was able to rebuild a home that better meets the Williams' needs. Rehabilitation or reconstruction assistance is available for low-income homeowners that live in a target area designated by the city.
