Trashing East Texas: Old Tires Litter Man's Property

Smith County constables found an illegal dumpsite littered with old tires on County Road 113 in Bullard this morning.

When they arrived at the home, they found the backyard of the house covered in used tires. The homeowner, Norman Hill, says he was collecting them from service stations to line a pond he plans to build and stock with fish.  He says the one's he was not going to use he was burning. He says he did not know that was illegal because he grew up doing burning tires and brush with his father.

"I got a bulldozer coming in here in about two or three weeks, so I'm going to go ahead and take care of it," says Hill.

"I couldn't hardly go back and arrest a man for something that he didn't know was against the law or soemthing he shouldn't be doing. Given the opportunity, he will clean it up, I believe," says Precinct 2 Constable Frank Creath.

The homeowner was issued a warning for the site. He has 30 days to clean it up or face up to a fifty thousand dollar fine and five years in jail.
