Secretary of State Condoleezza Rice says the global outrage at North Korea's missile tests makes it clear it will have to "change its behavior."
Rice says the reaction makes it clear the issue is no longer a matter between the U-S and North Korea.
Rice says the U-S still believes the six-party talks with North Korea offer the best opportunity for resolving the nuclear impasse.
She stressed to reporters that the international community has "a number of tools to make it more difficult for the North Koreans to engage in this kind of brinkmanship."
Rice wouldn't speculate on the North Koreans' motives.
But she suggested they may have miscalculated how the tests would be seen, noting "they have gotten a very strong reaction from the international community."
