Judge Clark's Mandates To CASA

1.The president and current members of the executive committee will immediately submit their resignations.  Those positions will be filled in accordance with current bylaws. Any board member, staff or volunteer of CASA who has committed a past violation of the bylaws, CASA policies and procedures, or statutory requirements of the Texas Family Code, will also immediately resign.

2. Billy Hall will be offered the position of Interim Director.  If he accepts, such employment will begin January 2, 2006.  If Mr. Hall chooses not to accept, the court will be notified immediately.

3.  The Interim Director will meet immediately, as a group, with the Community Partners, including the Funding Partners, Child Protective Services, Contract Lawyers, Court, Assistant DA, and/or others to discuss personell issues.

4. All CASA employees whall be notified they are on probation until the Interim Director has performed evaluations and reviews.

5. The current supervisors assigned to Smith County will be assigned to assist Sean Healy with the transition.  They will attend Thursday dockets.  They will be housed in space provided to the Assistant District Attorney Tiffani Wickel. Such housing must be approved by appropriate Smith County officials.

6. The Interim Director will attend all Thursday dockets.

7. A board member will be designated court liason, and attend all Thursday a.m. dockets.

8. The outside management consultant recommended by the United Way and Fourth Partners will be immediately hired.

9.  The court or court designee will be a member of the selection committe for a new executive director.

10.  The CASA Board will develop a confidentiality policy that comports with Texas CASA and applicable statutes.

11. The CASA Board, staff, and volunteers will follow all bylaws and appropriate statutes.

12. The CASA Board, staff, and volunteers will comply with all Texas CASA Standards.
