President Bush is wrapping up a Southwestern swing today, vowing to enforce border security even as he campaigns for immigration reform.
The president's touring the border near El Paso, Texas, this morning to highlight new steps to beef up enforcement. At the same time, Bush is promoting his plan to offer some immigrants guest worker visas. He says enforcement won't be effective without it.
Bush says the American people should not have to choose between a welcoming society and a lawful society. He says we can have both at the same time.
Lawmakers remain deeply divided on Bush's plan, introduced last year. And Republican leader Bill Frist says it'll be next year before the Senate even begins considering it.
