Flood warnings are in effect for parts of New Jersey, New York and Connecticut because of relentless rain.
A week of downpours has sent streams over their banks, trapping motorists. As much as a-half foot of rain has fallen in some parts of New Jersey in the past two days. And forecasters say there's more rain in store.
The National Guard handed out thousands of sandbags in New Jersey's Essex and Passaic counties. Inmates from the Passaic County jail were pressed into duty at a public works garage filling the bags with road sand normally used during snowstorms.
Water has covered dozens of highways and roads around the region, including part of the Garden State Parkway.
