TYLER, TX (KLTV) -

All 32 NFL teams are in Phoenix, Arizona this week for owners meetings. Owners voted on Tuesday to ban players from leaping and jumping over the line of scrimmage to block kicks and extra points.

The thinking behind the new rule regards player safety. Owners also approved a plan to centralize a replay system in the league office. Officials on the field during games will no longer have the final call on replays.
