Smith County once again paying to house inmates elsewhere

KLTV 7 Investigates has a new report on why, despite building a new facility to alleviate overcrowding and paying other counties to house inmates, Smith County is, again, paying other counties to hold inmates.  Cody Lillich has the Sheriff's explanation and a county commissioner's disagreement.
