TYLER, TX (KLTV) -

After a lengthy executive session, the Tyler City Council named Susan Guthrie its interim city manager.

Guthrie replaces outgoing city manager Mark McDaniel, who will join the City of Dallas as an assistant city manager.

"I'm forever grateful to the council and Mark McDaniel for the opportunity," Guthrie said.

Guthrie steps into the interim role from the Assistant City Manager position. Guthrie will not seek the permanent City Manager position. She has worked for the City of Tyler for seven years, and worked previously for the City of Mesa Arizona and the University of Arizona.

Mark McDaniel has served as Tyler's city manager since 2004. "Tyler is a city that does business differently, and I'm happy with the direction we're taking," McDaniel said.

The interim city manager announcement came on the same day as the 2014-2015 city budget proposal.

The 2014-2015 budget will keep the 22 cent tax rate that was implemented in the 2013-2014 budget. Also, water and sewage rates will increase by five percent to address infrastructure repairs.

McDaniel, who oversees the budget proposal process, tapped Kendric Trimble to present the budget on Wednesday. "As I'll be leaving, I think it's important the staff get used to doing this sort of thing," McDaniel said before the presentation.

The search for a permanent City Manager will continue and will utilize a professional agency to find candidates.
