MARSHALL, TX (KLTV) - On February 7, the Texas Medical Board disciplined a Marshall doctor who told the board he had a sexual relationship with a patient.

The board found Simpson violated professional boundaries with a female patient and admitted to having a sexual relationship with the patient. Simpson carried on a sexual relationship with the patient for more than a year and during that time, modified her billing records to reduce or eliminate payments that she owed. Simpson expressed remorse and cooperated in the investigation.

The TMB and William Gibson Simpson, M.D., entered into an agreed order requiring Simpson to complete the professional boundaries course offered by the University of California San Diego Physician Assessment and Clinical Education program within a year. Simpson also has three attempts to pass the Medical Jurisprudence Exam. He will also have to pay an administrative penalty of $3,000 within 60 days.

In November 2012, the board found Simpson failed to keep adequate medical records for three patients. Simpson agreed to settle the findings to avoid the expense of litigation. He was required to complete 12 hours of continuing medical education courses and pay a $500 administrative fee.

Simpson is a gastroenterologist in Marshall. He graduated medical school from the University of Kentucky in 1988. He became board certified in 1995.
