More information has been learned about a shooting that took place outside of Kilgore on Tuesday.
Authorities have determined the motive behind Randy Ray Vinson's actions against his sister-in-law Elizabeth Ann Vinson on Tuesday. Police say Randy Ray had been kicked out of the family's house because of his abuse of some kind of chemical substance.
On Tuesday, police say 32-year-old Elizabeth of Kilgore was shot multiple times in a vehicle outside a residence at 1922 Highway 31 West near Kilgore. Two teenagers and an adult were also in the vehicle when Elizabeth was killed.
"I heard it. It was about three or four bangs
out in the woods just right in that direction. Just three or four quick shots,"
says witness Danielle Vance.
When officers arrived at the home, 37-year-old Randy Ray Vinson, armed with a rifle, was on the bridge over Rabbit Creek, northeast of the intersection. Randy Ray was carrying both a handgun and an assault rifle when police arrived.
Randy refused to respond to officers' commands, and a standoff began. When Randy fired his weapon, he was shot and killed by officers from the Kilgore Police Department and the Gregg County Sheriff's Department.
"I saw a police officer holding his gun
like this and he told the other man to put down his gun , and he
wouldn't," said witness Nicole Cruz.
"There were 15 cops out there. It just
baffles me why someone would kill their own family member and what drove him to
do something like that," Vance says.
Police are still searching for the handgun used to kill Elizabeth,
saying it is somewhere in the water under the bridge on Highway 31.
Kilgore police have also released the names of the officers who are currently on administrative leave following the shooting. It is common practice for police officers who have been involved in a shooting to be placed on leave. The officers who were involved are:
Gregg County Sheriff's Office Deputy Chase Doss
Kilgore Police Department Chief Todd Hunter
Kilgore Police Department Sergeant Jarod Sears
Kilgore Police Department Corporal Kevin Stewart
Kilgore Police Department Officer Amos Owings
Kilgore Police Department Assistant Chief Roman Roberson has been assigned as the interim police chief by the Kilgore city manager during Chief Hunter's leave.
According to a preliminary autopsy report, the cause of death for Randy Ray was determined to be gunshot wounds.
