Police identify victim, alleged gunman in Tuesday morning shooting near Kilgore

KILGORE, TX (KLTV) -

A standoff near Kilgore ended with a woman dead and the alleged gunman shot and killed by police on Tuesday just after 10 a.m.

Police say the woman, identified as Elizabeth Ann Vinson, 32, of Kilgore, was shot and killed in a vehicle outside a residence in the 1900 block of Highway 31 West near Kilgore. When officers arrived at the home, 37-year-old Randy Ray Vinson, armed with a rifle, was on the bridge over Rabbit Creek, northeast of the intersection. Randy refused to respond to officers' commands, and a standoff began. When Randy fired his weapon, he was shot and killed by officers from the Kilgore Police Department and the Gregg County Sheriff's Department.

Kilgore police say that Randy was Elizabeth's brother-in-law. There were children at the house at the time the shooting took place. Officials have a motive in the killing, but are not releasing it at this time.

Four Kilgore police officers and one Gregg County sheriff's deputy were involved in the shooting and have been placed on leave until the investigation is complete.

A crime scene was set up near the bridge over Rabbit Creek, northeast of the intersection. At least two ambulances and over a dozen law enforcement vehicles responded to the scene, including the Gregg County Sheriff's Office, Kilgore Police Department and Texas Department of Public Safety troopers. A DPS helicopter also aided in the search.

Traffic was diverted onto Old Highway 135 (Old Gladewater Road).
