Owner of frozen dog: I did everything I could to care for the dog

LONGVIEW, TX (KLTV) - The owner of a dog that died from exposure to freezing temperatures says he did try to care for the animal.

Longview police and animal control found the dog chained in the yard Tuesday morning in the 2400 block of 13th street in Longview.

Police say the dog's owner had not provided any type of shelter, water, or food for the animal.

According to the Texas Penal Code, it is illegal to fail to provide necessary food, water, care or shelter for a domestic animal.

The owner, who is recovering from surgery, says he did everything he could to care for the dog.

"The dog was left out there on a chain, left out there with no shelter, no way to get out of the elements and he died and that makes this a crime in the state of Texas," said Longview animal control officer Chris Kemper. "The crime is that the dog was left outside in sub-freezing temperatures and probably for multiple nights. When you take on a pet you take on the responsibility, you take on a responsibility for that animals well being."

Longview police say they will be filing class a misdemeanor animal cruelty charges against the owner.
