Convicted sex offender accused of flashing young girls

PHOENIX (CBS5) -

A convicted sex offender has been arrested in Phoenix on suspicion of flashing young girls.

William Sturgeon, 26, had just been released from jail within the last year, when he was doing time for a sexual offense.

Phoenix police officers found Sturgeon, still undressed, by some dumpsters near 28th Avenue and Cactus, not far from where he allegedly exposed himself to the girls.

Sturgeon was hiding behind the dumpsters Saturday night when two 13-year-old girls were out walking a dog, said Phoenix police Sgt. Steve Martos. 

Sturgeon emerged nude from his hiding place, covered his private parts with his hands or some bucket he was carrying and started following the girls, Martos said. 

The girls ran off and told their parents, who called police.

A Phoenix police air unit spotted Sturgeon hiding by the dumpsters at a nearby convenience store. He was in the process of getting dressed when he was arrested, Martos said.

Because of specific circumstances, police were unable to charge him with nothing more than disorderly conduct.

"These particular girls did not see his private parts, so it did not necessarily meet [certain] criteria," Martos said.

Martos said the girls did the right thing by running away and notifying a responsible adult, Martos said.
