(WMC-TV) - A Memphis City Council committee voted Tuesday to delay a plan to stop cities from forming their own school districts.

"We're going to have to man up, going to rip off the band aid in one fell swoop, and stop this litigation because we're the city of Memphis," said Memphis City Councilman Lee Harris, who crafted a resolution that ends Memphis' part of any litigation regarding municipal school districts.

Harris says he just wants to quit wasting taxpayer dollars. In April, Tennessee state lawmakers lifted the statewide ban on municipal schools. Soon after, six Shelby County suburbs elected school boards to plan new school districts next fall. Negotiations have been ongoing for months between the suburbs and the Shelby County School administration over school buildings and other issues.

As a result, litigation against municipal school districts have taken a back seat.

Although Tuesday, when Harris brought a resolution he found no takers. In fact, every council member present was opposed.

"That does have a big tax consequence to the citizens of the county and specifically the citizens of Memphis as well," said councilman Shea Flinn.

Flinn says the Germantown buildings issue could have an adverse effect on the city long term.

Harris wants the city to focus on other pressing issues.

"This litigation has been going on for a long time. I just don't know how it could ever stop without some sort of action by the council," said Harris.

The federal judge in this case and all parties involved could have an agreement in place when they meet at the end of December. The Memphis City Council committee voted to table the resolution until January after that December meeting.
