On Monday, Congressman Jeb Hensarling said House Republicans would be offering another bill, the third they have presented, that would keep the government open and also do away with subsidies for members of congress.

"This is the third offer that republicans can offer. It's time for the president and democrats to quit being held captive by a very liberal, ideological base," Hensarling said.

"Will Harry Reid and the president shut down the government in order to keep special subsidies for congress and Washington elite that no one else gets in ObamaCare? I don't think this is something the American people will stand for and so I hope the senate will pass this and the president will sign it into law," Hensarling said.

"Republicans continue to offer bills that keep the government open and we have offered different bills here and the democrats have not taken step, not one silly millimeter from their first position," Hensarling said.

While Hensarling argues that the president and senate refuse to negotiate, several polls asking the American people who is to blame for this potential shutdown point to the GOP.

Hensarling said there are just as many polls that say otherwise.
