Reward offered for East Texas sex offender considered armed and dangerous

An East Texas native considered armed and dangerous has been added to the Texas Department of Public Safety's Texas 10 Most Wanted Sex Offenders list.

DPS is offering a $3,000 reward for tips leading to the arrest of 32-year-old Doug Otis Sims of Center. Sims has a violent criminal past and is wanted for failure to comply with sex offender registration and burglary of a habitation.

His extensive criminal history includes arrests for sexual assault of a child, injury to child/elderly/disabled with intent to cause bodily injury, and possession of marijuana.

Sims has relatives and friends living in Center, Athens and Burnet, Texas and he has been known to work in the oil drilling industry. Sims’ criminal history includes sexual assault of a child, assault, evading arrest/detention and DWI. In 2003, he was convicted of sexually assaulting a 14-year-old girl nine times over a period of several months.

Sims is 5 feet 11 inches tall and weighs 190 pounds. He has scars on his back and chest and has multiple tattoos, including "Andrew Samuel" on his lower left leg. He also has tribal art on his right hand, left arm and left leg.

Tips can be submitted anonymously by visiting the Texas 10 Most Wanted fugitives Facebook page. All tips submitted by emails, text and Facebook messages are anonymous.
