Last Friday, Dr. William Edward Brown, a doctor at Gynecology Tyler, had his medical license suspended without notice by a disciplinary panel of the Texas Medical Board.
According to the suspension order, Brown was referred to the Texas Physician Health Program because of a history of alcohol and prescription drug abuse. Brown entered into a five-year monitoring program, which was to run form April 17, 2013 to April 16, 2018. Under the terms of the program, Brown was to abstain from using mood altering, illicit, or recreational substances, including alcohol. He was also required to participate in a random drug screening program.
The TMB says that from May 15 to May 17, Brown missed drug testing check-ins and tests, failing to provide an explanation for most of the missed tests.
On May 18, he was then ordered to have a 96-hour evaluation performed within two weeks.On May 20, Brown told TXPHP that he would not undergo the evaluation in order to become compliant. On May 23, his agreement was terminated because he failed to cooperate.
A few weeks later, on June 6, Brown agreed to submit to testing with the TMB, at which point he tested positive for phosphatidylethanol, a biomarker that indicates the presence of alcohol in the system. Then, on June 18, Brown tested positive for prohibited substances.
On June 27, Texas Medical Board staff learned of Brown's non-compliance and violation with TXPHP. On July 12, a Disciplinary Panel from the TMB determined that Brown is a continuing threat to the public health, safety or welfare and issued an order of temporary suspension.
The temporary suspension will remain in effect until a hearing is conducted.
