New shopping, restaurant options coming to proposed ETX retail development

The Tyler City Council announced a partnership earlier this week that would bring approximately 80 acres of shopping and entertainment space to South Tyler, and now we're learning more about what that's going to look like.

The Village at Cumberland Park is expected to have about 700,000 square feet of retail, restaurant and entertainment space, with new stores and entertainment options like Studio Movie Grill, Shenaniganz and World Market confirmed to come to Tyler for the first time.

Developers tell us the plan is to create an entertainment space with a Main Street feel, with a central park space surrounded by individualized store fronts that will appeal to everyone.

"What we're trying to create here is a very strong retail draw, but also a place that you come and stay, that you could come and spend time shopping but also catch a movie, go to an entertainment venue, a bowling-based entertainment venue, have plenty of restaurants, but also meet kind of your daily needs," said David Wilson, the president of Connected Development Services.

Tyler's Mayor Barbara Bass has said that this project would bring more than $80 million in development to Tyler in one project. She called that a once in a lifetime deal.

The project will look a lot like the Arlington Heights Shopping Center, which the same development group has built in Arlington.

Developers say that to commit to a project of this size, Tyler needs a trade area that would cover 400,000 to 500,000 people who regularly come to the area for shopping and entertainment from areas all over East Texas.

That means that on any given day, Tyler's population increases dramatically as people commute for work, shopping, and entertainment.

"That's really what attracts these tenants is that they know that the spending power is there and if you create something that's nice enough and significant enough, then they'll come here to do their shopping," Wilson said.

"We know that people drive 30, 40 miles to come to Tyler," Wilson continued. "I don't know if they're doing that every day to work. My guess is that some of them do, but otherwise there's just no other place for them to go to shop with Dallas 90 miles away and Shreveport 90 miles away."

One of the reasons developers believe people will come to The Village at Cumberland Park is that it's about a half mile from the Loop 49 and South Broadway intersection, making it convenient for people coming in from I-20 in both directions and for people coming in from the south of Tyler as well.

When the project is finished, the entire shopping center will connect to a new proposed convention center and hotel the city of Tyler hopes to open in the next year or so.

We know of 16 confirmed retail operators who are planning to either come in to Tyler or to move their Tyler locations to The Village at Cumberland Park.

They include a Bed Bath & Beyond relocation to include their Buy Buy Baby division, an additional Ross location, World Market, Joann's Fabric and Crafts, Petco, Shenaniganz, Studio Movie Grill, Gordmans, DSW Shoes, Famous Footwear, Maurices, Lane Bryant, Osh Kosh, Carters, TJ MAXX and Dress Barn.

Wilson said he knew of several other unique retail and entertainment opportunities that are in talks to open in the development, and that additional announcements could be made as soon as next week.

Construction on the center is expected to begin in September, with the first stores opening in October 2014.
