Tyler ISD officials have released standardized test scores for their students, numbers that fall short of state averages.
The math and reading scores on the STAAR test determine whether or not the fifth and eighth grade students can advance to the next grade level.
Sixty-six percent of 5th grade Tyler ISD students passed the math portion of the STAAR test. The state average? Seventy-five percent.
Tyler eighth graders did a little better, coming in at 79 percent when the average is 77 percent.
Sixty-nine percent off Tyler ISD students passed the reading portion of the STAAR test, falling short of the 77 percent state average.
Eighty-one percent of Tyler eighth grade students passed that same subject, coming in slightly under the state average of 84 percent.
"We're not surprised, but we are not pleased. We want to see big gains, but we know that any time there is a new system that's put in place it takes a while to get everyone up to speed on what is required, how it is going to be assessed, and make sure our instructional practice moves to that next level," said Kim Tunnell, Executive Director of Strategic Development for Tyler ISD.
Tyler Proud hopes that the passing of the bond, meaning new facilities for the students, will help increase these standardized test scores.
"They are two separate issues. Facilities is a need and test score improvement are a need, so we think the facilities is going to help with that. There are studies that show that newer buildings have helped to provide an environment where test scores increase," said David Stein, a Tyler ISD spokesperson.
He said a new buildings alone will not solve the problem, but Tunnell said she is not sure new buildings will impact test scores at all.
"If you look at research, the facilities doesn't necessarily align with improvement in student achievement. It plays a factor in providing a safe learning environment and a warm welcoming place for our staff and our students, but it's separate from the student achievement," Tunnell explained.
JoAnn Fleming voted against the TISD bond and said she is not surprised the scores are low.
"One of the most important things that Tyler ISD could do is they need to tap into the rich resources they have with retired teachers in our community and with the teachers that are currently in TISD, but have been there for some time. Those people know exactly what's wrong and they know how to fix it," Fleming said.
One thing all parties agree on, is that it is going to take work and time to get these students where they need to be.

TYLER, TX – The State of Texas Assessments of Academic Readiness (STAAR) scores in math and reading determine whether or not fifth and eighth grade students advance to the next grade level. Recently released data shows Tyler ISD's student scores fell slightly below the state trends in the second year of the more-rigorous STAAR test. This year students could retest in math and reading if they failed to pass on the first try. Students will have a third chance to retest on Tuesday, June 25 and Wednesday, June 26.
Tyler ISD also received scores for high school freshman and sophomores and seventh and eighth grade students enrolled in high school courses, who took the STAAR End of Course (EOC) exams. Overall, STAAR EOC passing rates during the 2012-13 administration of high school assessments (first-time test takers only).

The two largest increases in STAAR EOC exam scores were in English I Writing, which went up 3.3% since last year, and Algebra I, up 1.6% since last year.
"Based on the results of previous state assessments, we knew that as a district we really needed to focus on math and science," Tyler ISD Superintendent Gary Mooring said. "Due to the outstanding efforts of our teachers and staff, we have seen students making progress in these areas."
As we prepare for the upcoming school year, Tyler ISD will continue to identify areas where improvement is necessary and develop strategies to ensure that our students are not only given the tools they need to excel in all academic areas, but are also college and career ready.
