Portland police have arrested a man who they said has been fondling women's hair while he touches himself on TriMet buses.
Officers responded to the downtown transit mall Monday morning after getting a report of a man who had ejaculated on the back of a woman's head on a TriMet bus.
Once there, police gathered witness and victim statements, and they learned of similar incidents involving 26-year-old Jared Walter. One happened in Portland and another happened in Clackamas County over a three-week span.
At the time of the first two reports, the victims weren't sure what happened, and didn't realize the seriousness of the offense.
Police said eyewitness accounts and TriMet surveillance video helped them identify Walter as the suspect.
Police said his offending pattern is to sit or stand behind a woman on a bus and fondle their hair while he touches himself. He is known to frequent bus lines between Portland and Milwaukie, including lines 31, 33 and 99.
This week wasn't Walter's first run-in with officers. Transit police arrested him four years ago for repeatedly applying superglue to women's hair, and for cutting women's hair while they were on the bus.
Walter had recently been paroled from prison and had been on post-prison supervision out of Clackamas County.
After being arrested Monday, Walter was booked into the Multnomah County Jail on multiple counts of third-degree sex abuse, interfering with public transportation, harassment, disorderly conduct and public indecency.
Police now are releasing surveillance photos of Walter in case there are more victims who haven't come forward yet. Anyone who believes they may have witnessed a similar incident is asked to call 503-545-3860 or email email@example.com.
