AUSTIN, TX (KSLA) -

The mother of a 12-year-old boy prosecutors say was murdered by a convicted sex offender in DeSoto Parish three years ago is hoping to help toughen sex offender laws in Texas.

36-year-old taxi cab driver and twice-convicted convicted sex offender Brian Horn accused in the abduction and murder of 12-year-old Justin Bloxom in March of 2010.

Prosecutors say Horn posted as a 15-year-old girl and used text messages to lure the boy out of a friend's house and into his cab. His body was found along Highway 171 in Stonewall the following morning.

Laws in Justin Bloxom's name have since been passed in Louisiana and Oklahoma toughening penalties for convicted sex offenders and making it a felony for them to work in a number of occupations that might put them in contact with children.

On Tuesday, Bloxom's mother, Amy Fletcher, testified before the Texas House of Representatives' Criminal Jurisprudence Committee in hopes of helping a similar law in Justin's name passed in Texas.

HB 1302, introduced by State Rep. Travis Clardy, would also place restrictions on certain types of employment for sex offenders. It would also impose a sentence of life without parole for certain repeat sex offenders.

Rep. Clardy filed the bill in February in response to a request from Bloxom's step-father, Cherokee County At Law Judge Craig Fletcher. In a letter to Judge Fletcher, a legislative aide responded on Rep. Clardy's behalf, saying the lawmaker "has made the passage of Justin's Law" one of his major priorities for this legislative session," and asked them to testify.

Horn's capital murder trial is expected to get under way in June. Prosecutors are seeking the death penalty.
