Police: Alleged shooter, victim in American Legion shooting had altercation in '80s

The Henderson Police Department says that the alleged shooter and victim in Sunday morning's American Legion shooting had a history dating back to as early as 1987.

Henderson police have confirmed that there is a 1987 report that Roy Lee Moore, the victim of Sunday's shooting, and Joe Travis Watley, the alleged shooter, were involved in an altercation. According to the report, Moore fired several shots at Watley, although none of the shots hit Watley.

A documented violent past history between an East Texas murder suspect, and the man he reportedly killed.

Henderson police say 60-year old Joe Travis Watley shot Roy Lee Moore early Sunday morning at an American Legion hall.

Moore later died from his wounds.

Police records show that the men had a previous violent run, going back 25 years.

"We can find at least one instance in December of 1987 where the two paths crossed," says Henderson police detective Craig Sweeney.

In documents we obtained from Henderson police, a December 1987 report shows Moore calmly walked into a crowd where Watley was, and shot Watley. The report says Watley was seriously injured in that shooting.

We spoke directly with Mr. Watley, who declined interview and gave an official no comment.

"We're still trying to figure out for at least the last couple of months what may have sparked this feud, or re-ignited the feud between theses two individuals," Sweeney says.

Watley was arrested and charged with murder. He was released from the Rusk County Jail on $150,000 bond on Tuesday.
