N-C-A-A BY LAW 13.1.2.1 SAYS:
All in-person, on- and off-campus recruiting contacts with a prospective student-athlete or the prospective student-athlete's relatives or legal guardians shall be made only by authorized institutional staff members.
THAT "AUTHORIZED INSTITUTIONAL STAFF MEMBERS" DOESN'T INCLUDE FANS AND IF YOU ARE BOOSTER THAN IT COULD BE A BIGGER ISSUE. EVEN IF YOU ARE JUST A FAN, YOU COULD STILL BE A "BOOSTER" IN THE EYES OF THE NCAA BECAUSE THE NCAA DEFINES A BOOSTER AS:
(b) Has made financial contributions to the athletics department or to an athletics booster organization of that institution; (NCAA BYLAW 6.4.2)
