Nacogdoches Most Wanted sex offender arrested in New Orleans

A 42-year-old Nacogdoches man turned himself into Louisiana law enforcement authorities Wednesday and told them he was a wanted sex offender from Texas. Jimmy Ray McMillan was one of two of the Texas Department of Public Safety's Most Wanted sex offenders arrested this week.

The other man, Edward Dwin Jackson, 52, was arrested in Houston Thursday night by DPS Criminal Investigation Division agents.

According to a DPS press release, McMillan found himself without transportation or shelter after an argument with another individual and contacted the New Orleans Police Department. He had been wanted by the Nacogdoches County Sheriff's Office for failure to register as a sex offender since March 28, 2012. His criminal history includes a sexual assault of a 9-year-old girl, burglary, evading arrest or detention, and driving while intoxicated.

The Wanted bulletin put out by the DPS stated, "Subject should be considered armed and dangerous" and offered a reward of up to $3,000. DPS officials added McMillan to its Most Wanted list on Sept. 21, 2012. The press release stated that no reward will be paid because McMillan turned himself in to authorities.

Jackson's arrest was with the assistance of the Houston Police Department and he was located at a Houston residence after law enforcement officers received an anonymous tip.  According to the press release, Jackson was wanted for failure to register as a sex offender and a parole violation.

Jackson's past arrests include an indecency with a child by exposure that involved two 13-year-old girls, carrying a prohibited weapon, burglary of a habitation, dangerous drugs, possession of a controlled substance, and evading arrest - resisting an officer.

So far in 2013, the Texas Department of Public Safety and other agencies have arrested three of Texas' 10 Most Wanted Sex Offenders, and a total of $10,000 will be paid for tips that resulted in arrests. The cash rewards are funded by the Governor's Criminal Justice Division.

Anyone with information can provide anonymous tips in four different ways:

  • Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
  • Text the letters DPS—followed by your tip—to 274637 (CRIMES) from your cell phone.
  • Submit a web tip through the DPS web site by selecting the fugitive you have information about, and then clicking on the link under their picture.
  • Submit a Facebook tip at http://www.facebook.com/texas10mostwanted by clicking the "SUBMIT A TIP" link (under the "About" section).

All calls, texts, e-mails and Facebook messages are anonymous.

DPS investigators work with local law enforcement agencies to select fugitives featured in the Texas 10 Most Wanted Program. To view the current lists—with photos—visit the DPS web site at http://www.dps.texas.gov/texas10mostwanted/.

Do not attempt to apprehend these fugitives; they are considered armed and dangerous.
