Reality Check: Does President Obama have the authority to sidestep Congress on the debt ceiling?

Twenty-one Democrats have sent a letter to President Obama telling him not to bother fighting with House Republicans over the debt ceiling.

Instead, they say he should just use any authority possible to prevent the nation from going into default.

Under the 14th Amendment, those members of Congress say the President has that authority. 

But does he?
