The Troup city administrator is under fire for alleged misuse of city funds.
Russ Obar faced a Smith County grand jury today, which heard from several witnesses, including people who worked for Obar. They've accused Obar of using private contractors to do work for the city, instead of accepting bids.
Obar denies any wrongdoing.
If the grand jury indicts Obar for bidding violations, he could face trial for a Class B misdemeanor. If found guilty, he could face up to 180 days in jail, a $2,000 fine, and lose his job.
