The "Guilty But Insane" Debate

The debate over texas' insanity statute has gained momentum since the verdict in the Deanna Laney trial. You'll remember, last month, Deanna Laney was found "not guilty by reason of insanity" in the stoning deaths of her sons.
Today in Austin, a Senate committee is holding a hearing on the Texas insanity laws. Several people were invited to give testimony, including Texas Attorney General Greg Abbott, and Smith County DA Matt Bingham, who prosecuted the Laney case.  Bingham told the panel he believes the current insanity laws don't protect the community from the dangerously insane. He believes the courts should have the option of finding someone "Guilty but Insane".
