LONGVIEW, TX (KLTV) -
A suspect in a hit-and-run accident that claimed the life of a downs syndrome man, has been arrested by state troopers. 49 year old Andrew Martin Shelton of Rockwall, was arrested Tuesday morning at a Longview hotel while working in town. Shelton was wanted for a hit and run accident from last July in Liberty city. It was July 22nd of last year that investigators say a man riding his bicycle along Rice road in Liberty city was hit by a white van.
31-year-old Brian Scott Carr, who was born with downs syndrome, died from his injuries two weeks after the accident, but lived long enough to tell investigators he was struck by a black male who was driving a white van. Carr told investigators that the driver stopped, approached him as he laid on the ground, then fled the scene. Shelton is charged with failure to stop and render aid, and is being held on $75,000 bond.
