According to Longview police arrest records, an officer responded to a call from Lone Star #7 Valero station on Gilmer Road, where a store employee advised that there was a female driving a red Saturn vehicle who appeared to be intoxicated and had a child in the back seat who appeared to be unrestrained.

Officer Thornton noted that the driver of the vehicle was Kayla Norman, who was sitting behind the wheel with the engine running. The officer said he spoke with Norman, but did not notice the smell of alcohol; however, he did notice that her eyes were glassy and bloodshot and her speech was markedly slurred.

The officer said that Norman told him she had taken three 10mg hydrocodone doses throughout the day, with the last being at 2 p.m. He also said that Norman admitted she was driving the vehicle, and had driven it from Gilmer Road into the parking lot.

According to the arrest report, Officer Thornton administered an HGN test and other tests in the parking lot, which she failed. As a result, the officer concluded that Norman had lost the normal use of her mental and physical faculties due to the introduction of drugs into her system.

After Norman was arrested, the report states, she refused to provide a specimen of blood; however, since she had a child under the age of 15 in the vehicle, a mandatory blood specimen was taken.

Norman was booked into the Gregg County Sheriff Office jail on the charge of DWI with child under 15 years of age SJF.
