Carmel Foster arraigned in Smith County

SMITH COUNTY, TX (KLTV) -

On Wednesday, the Criminal Investigation Division of the FDA said they are still investigating that substance an East Texas salon owner allegedly injected into a women during illegal breast augmentation procedures.

Carmel Foster made her first Smith County court appearance during a jail call Wednesday morning. She faces charges for practicing medicine without a license.

Last week police and FDA investigators took samples of the substance they say Foster used at her North Tyler salon.

Those samples were sent off to a lab for testing. Results were expected to be back this week, but Tyler Police say they may take a little longer.

On Wednesday, KLTV obtained records regarding Foster's cosmetology license.

Those records show Foster has violated the Texas Department of Licensing and Regulation rules twice; once for not renewing her cosmetology license and again for hiring a barber without a license.

She was fined $2,000 for those offenses.
