Police: Man arrested for exposing self during SPCA raid

RAINS COUNTY, TX (KLTV) - An East Texan was arrested for allegedly exposing himself while authorities were trying to seize his dog.

Lloyd Byrd, 63, was arrested during an SPCA raid of 27 dogs from his property on CR 3330 in Rains County, five miles outside of Emory.

Moments after Lloyd Byrd dropped his pants, he was arrested.

Neighbor Sam Ridenhour says, "He was mooning us, bending over patting his butt, telling us shoot this, get a shot of this and my neighbor did."

Lloyd's neighbors caught his behavior on camera, and according to them, it's not the first time he's acted this way.
     
"There's been several times he's jerked his pants down and mooned people on the road," says Ridenhour.

Authorities say Lloyd told them he only had the dogs to annoy his neighbors.

He was already fined nearly $3,000 because of the barking dogs, and recently ticketed for burning their waste during the burn ban.
    
The SPCA says most of the dogs were chained-up, unable to reach food or water.

Authorities had to use catch poles to remove the dogs from the property.

The SPCA says it's likely the dogs were being fed turtles.

"It's a really tough environment to see anyone living in. These little guys, a lot of them are so sweet. They want attention, they want to be petted and loved on and they are forced to live in feces," Ridenhour expressed, "It's not fair to the dogs. To have something just to aggravate somebody else. That's not what life's about.

But now, these dogs are on their way to a new life.

The dogs are at an SPCA shelter in McKinney.

A custody hearing is set for October 16th.
