Police say Garcia had lights flashing as police and sheriff's deputies tracked him down to Chandler.
"And the fella jumped out of the police car and started around the house and a policeman got him," said Bobbie Pagett, homeowner of where car crashed.
Pagett witnessed Garcia crash the patrol car into her fence.
"The vehicle was spinning around and he was attempting to get back onto 31 the officer hit him again and then the Smith County Deputy with his truck put the finishing touch to make sure he wasn't going anywhere," said Don Martin, Tyler Police Department, PIO.
But before Garcia ended in Chandler it all started on Frankston highway in Tyler.
The suspect was driving in an erratic manner and ended up hitting a fence off of Frankston Hwy.
Instead of stopping he left his vehicle and took off on foot running across a field and approached 2 females.

"At that point a witness pulls us and saw something was going on and said hey can I help and the suspect told him to get out of his truck like he was going to take his truck away from him but he was able to speed away before that could happen," said Martin.
Garcia then reportedly took off on foot again, and that's when the women called police.
The police spotted the suspect near the Children's Advocacy Center just north of the robbery.
The officer attempted to arrest him, but wearing handcuffs on one wrist, the suspect got away and stole the police car.
That's when police say the chase began.
"The suspect was heading down 155 towards Loop 323 and another officer was approaching it and was waiting for them the suspect turned right onto the loop at that point in time we had two officers behind him," said Martin.
Taking them all the way to Chandler where police rear -ended him forcing him off the road and into the fence.
