ETX couple accused of zip-tying 3 year-old

LUFKIN, TX (KTRE) – A CPS tip led San Augustine County authorities to arrest a couple for alleged child abuse that included tying-up a three-year-old girl with 'zip ties'.

On March 2nd, the San Augustine County Sheriff's Office was notified by Child Protective Services that they had taken a three-year-old girl away from Candace Scott, 23 of Duncan, OK. 

According to Chief Deputy Gary Cunningham, Scott was arrested in Fort Worth and charged with injury to a child on March 8th. Her boyfriend, and uncle by marriage, Royce Dean Fulton was arrested a few days later on the same charge.

Arrest affidavits reveal the couple and the child were living in the sleeper compartment of the 18-wheeler Fulton drove across the state making deliveries to oil and gas companies.  Fulton's employer did not allow passengers to ride along. 

To keep the three-year-old from "getting up front and being seen" in the truck, Fulton and Scott restrained the child with 'zip ties' to bind her hands and feet.  The affidavit also states Fulton pouring liquid soap in the child's mouth to keep her from crying.

Since the suspected abuse occurred while they were in San Augustine County, the Sheriff's Office was able to make the arrests.

Cunningham says the child is still in CPS custody.  Scott is now out of jail on her own recognizance; however, Fulton remains in jail on a $250,000 bond.
