Mother faces charges after picture of bound toddler surfaces

CHESTER TOWNSHIP, PA (CNN) - A Pennsylvania woman is facing criminal charges Wednesday after a photo of the woman's 2-year-old daughter surfaced, showing the toddler restrained by duct tape.

The picture first surfaced on the internet, which led authorities to file charges after searching the woman's home near Philadelphia.

Police described the picture - which showed the girl's face, hands and feet duct taped to a chair - as "disturbing" and "deplorable."

The woman to the right of the infant, police say, is the child's mother, Caira Ferguson, 21. Chester Township Police arrested Ferguson on an unrelated outstanding warrant, but earlier in the day, investigators executed a search warrant, and were seen carrying out items to be used as evidence in this case.

Police say they believe the picture was taken last summer, and the picture was brought to their attention last week.

Investigators say that Ferguson used the picture to claim she was the victim of identity theft.

"She used the picture, I'm going to guess, as evidence to say that a person took her picture and posted it on the website," said Chester Township Police Chief Ken Coalson.

Ferguson has now been charged with endangering the welfare of a child, along with unlawful restraint and false imprisonment.
