(CNN/KLTV) - You have to be 18 to serve in the military and 18 to vote. If some lawmakers have their way, some teens will have to wait until they turn 18 to drive.
Advocates want a nationwide graduated drivers licensing program.
It would give young drivers driving privileges in phases.
First, a learners permit at 16 years old to learn to drive with supervision, then an intermediate level after passing road tests but prohibits nighttime driving, and then a full license.
Teen drivers would also be barred from using cell phones while driving and have their passengers restricted until they turned 18.
There is no time-frame on when proposed legislation would move through congress.
