TYLER, TX (KLTV) - Judith Chandler hopes her time in the gym will pay off. She recently had knee surgery and said she suffers from back problems.

"I've got medical bills piled up right now," she said.  And that's with insurance. Preventative care is important to Judith, but you have to have access to it first.

"I don't think [the decision] should be left up to one person to say this is what we're going to give to you, so, well be it," she said.

It is a pivotal week for the health care bill. House Speaker Nancy Pelosi has come under fire for considering the use of the "self-executing" rule. If used, the House would be able to vote on changes to the Senate version of the bill.  Everything that is not changed will be left for the president to review.

Senator John Cornyn, R-Texas, said that Democrats are going through "extraordinary" measures to pass a bill the American people don't want.

"It just adds another layer of outrage to an already outrageous effort," Cornyn said.

The rule has been used before by Republicans and Democrats - most recently to increase the federal debt limit. But, Rep. Louie Gohmert, said too much is at stake in the nearly $1 trillion health care game to play by the self-executing rule. He said Pelosi is only considering this option to garner more votes. It will allow those who vote for the bill to avoid political scrutiny.

"The speaker is saying, 'You don't have to take the flack for voting for it,'" said Gohmert.  He called it an insult to the American people.

"If they pass this bill, I can tell you with 100 percent certainty, they will not have passed good health care legislation."

The Democratic leadership is waiting on a cost estimate of the changes in the bill.
