FAITH-BASED INITIATIVE STRIPPED OF ALL BUT TAX BREAKS

Unable to pass even a watered-down version of the president's faith-based initiative, Senate sponsors say efforts to open government programs to religious groups will be stripped from the bill. Their legislation instead will just provide tax breaks for donations to charities, including religious groups. Republican Senator Rick Santorum of Pennsylvania says the Bush administration has succeeded in rewriting government regulations to open programs to religious groups, making legislation less urgent. And he says House Republicans have agreed to go along with the stripped-down bill.
