Person was not kidnapped say Tyler police

UPDATE 03:12pm: The victim has been identified as a 13-year-old child. Through the investigation it has been determined that her family had to use force to return her to her home after she left without permission.

Released by the Tyler PD:

TYLER, TX - At approximately 8:57 pm, Wednesday night, police received a call of a possible kidnapping. The callers advised that a black female walking south on Loop 323 just north of the Whataburger at 345 SSW Loop 323 was grabbed and forced in a car.

Witnesses described the black female as being approximately 23 years old, about 5'06", wearing a white sweater and blue jeans. She was approached by unknown black male approximately 30 years old wearing a green shirt and blue jeans. While speaking to the black male in the green shirt, a white car, possibly a Nissan Sentra, parked behind them on Whiteside at the Loop and put on the emergency flashers. The driver, a black male, 6' tall wearing dark blue shirt and blue jeans, approached the black female from behind and grabbed her. The black male driver then carried the black female kicking and screaming to the passenger side of the white car and pulled her inside the vehicle. The black male in the green shirt, looked around then ran to the driver side of the white car and got into the driver seat. They sat there for a short time, then drove away. They vehicle left north bound on the Loop.

The identity of the victim is not known at this time. The investigation continues.
