Former New Summerfield Chief arrested

COMBINE, TX (Combine Police Department) -- On Monday September 14, 2009, the Combine Police Department secured and executed 7 felony arrest warrants for the arrest of Michael Chase MEISSNER, a licensed Texas Peace Officer, who was most recently Police Chief in the Bell County town of Little River-Academy.  

MEISSNER has held multiple jobs in North Texas, serving as Chief of Police in the Ellis County town of Bardwell and the Henderson County town of Caney City.

Sergeant Brian Robinson secured arrest warrants for MEISSNER and Joseph  DAUBEN in Dallas County for offenses occurring in that jurisdiction.

Detective J. Hoskins secured multiple arrest warrants and a search warrant to secure additional evidence in Tarrant County relating to MEISSNER .

MEISSNER is charged in Dallas County with the following felony offenses, on warrants of arrest signed by Judge John Creuzot, Criminal District Court #4, Dallas County:

• - Engaging in Organized Criminal Activity, a 2^nd degree felony (furtherance of Obstruction or Retaliation)
• - Obstruction or Retaliation, a 3^rd degree felony
• - Misuse of Official Information, a 3^rd degree felony

MEISSNER is charged in Tarrant County with the following felony offenses, on warrants of arrest signed by Judge Louis Sturns, 213^th District Court.:

• - Sexual Performance by Child, a 2^nd Degree felony
• - Engaging in Organized Crime, a 2^nd Degree Felony
• - Attempted Possession or Promotion of Child Pornography, a 3^rd degree felony
• - Aggravated Promotion of Prostitution, 3^rd Degree Felony

MEISSNER was arrested at approximately 10:00 PM Monday night by Arlington Police and held for extradition to Dallas County for the Combine Police.   Combine Police took MEISSNER into custody just after 11:00 PM.  

MEISSNER was transported to the Lew Sterritt Justice Center on the Dallas County charges, with bonds totaling 1.5 million dollars.

MEISSNER faces a maximum statutory sentence, if convicted on all charges, to face 110 years incarceration in the Texas Department of Criminal Justice, and/or a $70k fine.  

In addition, DAUBEN was arrested on warrants in Plymouth, New Hampshire in a simultaneous warrant operation.   DAUBEN was charged in conjunction with MEISSNER for his involvement in offenses with the corrupt former police officer.    

DAUBEN is currently being held in the Grafton County Jail in Plymouth, awaiting the extradition process back to Texas.

After a review of probable cause affidavits for the Warrants of Arrest for DAUBEN, Judge John Creuzot, Criminal District Court #4, also determined that there was probable cause to say that DAUBEN had committed the following felony offenses:

• - Engaging in Organized Criminal Activity, a 2^nd degree felony
• - Obstruction or Retaliation, a 3^rd degree felony
• - and Misuse of Official Information, a 3^rd degree felony

DAUBEN, beginning in June or July of 2009 sought and received multiple monetary payment through wire transfers, according to text messages from the cellular records of MEISSNER  to commit one or more offenses or parts, thereof, which he faces charges for  in Dallas County.

The Engaging in Organized Criminal Activity charge and Obstruction or Retaliation charges stem from MEISSNER paying DAUBEN  to commit the Obstruction or Retaliation offense against a police officer or officers for their on-going investigations and their status as public servants.

The Misuse of Official Information charge stems from the unlawful dissemination of information of information regarding a pending case from the Dallas County Adult Information System, a law enforcement and prosecutorial system.
